Joint MOH-TCMPB-SPF Circular for registered TCM practitioners

MOH, TCMPB, and SPF have issued a joint circular reminding all registered TCM practitioners (TCMPs) of their obligations under the Massage Establishments (Exemption) Order 2018. The exemption from holding a massage establishment (ME) licence applies only when a registered TCMP personally administers the massage. Where non-TCMPs provide massage services on the premises — regardless of capacity or employment arrangement — a valid ME licence must be obtained. TCMPs must also not lend their names to establishments where they do not personally practise. Non-compliance may result in criminal prosecution and serious disciplinary action, including suspension or cancellation of registration.
TCMPs are also advised to take note of upcoming changes to the ME regulatory framework taking effect in the second half of 2026, including new licensing requirements for open-concept massage establishments.
